How we rate things

Every entry in Sovereignty Atlas is rated on two independent axes: the sovereignty ladder (rung 0–6, the level of self-reliance a tool puts you on when used as intended) and a trustless-to-trusted spectrum (who you have to depend on). The rating is the product. Inclusion is editorial and never paid — nobody buys a rung.

Most directories rank by popularity, ad spend, or an affiliate payout. This one doesn't. The whole reason to trust an index of sovereignty tools is that it tells you the honest failure mode before it tells you the pitch... so that's what we lead with.

Right now the atlas holds 178 rated listings — 108 tools, 22 communities, 19 events, 17 jurisdictions, and 12 places. Every one of them carries the two ratings below (and, where there's a catch, a one-sentence note naming it).

Axis 1 — the sovereignty ladder

Pick the column first — money (bitcoin, payments), compute (AI, inference), or data (devices, self-hosting, privacy). Then the rung, 0 to 6.

The rule that actually matters: a rung is climbed by use, not by purchase. A tool earns the rung it puts you on when used as intended. Sparrow plus your own node puts you at Verify (3). A slick custodial app that holds your keys leaves you at Awareness (1), no matter how good the design is... we don't inflate for polish.

One honesty note we won't fudge: bitcoin is trustless and climbable all the way to the top. AI inference is not — frontier-grade models don't run on consumer hardware yet, so the compute column has a real ceiling. Any directory that implies otherwise is selling you something.

The columns are paired deliberately — a Rung-5 AI setup on a Rung-0 phone is fragile, and we flag that asymmetry when we see it. Communities, events, and jurisdictions usually carry no rung at all: they aren't a level you climb. The full ladder guide walks each rung in detail.

Axis 2 — the trust spectrum

The ladder tells you how far a tool can take you. The trust label tells you who you're depending on to get there.

Trustless

Runs on your hardware, no third party in the loop — nobody can stop it or take it.

Trust-minimized

A vendor is in the loop, but its behavior is verifiable and leaving is cheap.

Hybrid

A real mix — part under your control, part on a platform.

Trusted third party

You depend on a counterparty behaving well. Fine when chosen deliberately — we name the failure mode first.

For money, trustless wins every time — there's no reason to accept a counterparty when a self-custodial option exists. For AI inference it's genuinely "it depends," so we rate what a tool actually is, not its marketing claims. The trust-spectrum guide goes deeper on each label.

The trustNote — the editorial soul of a listing

Any listing that isn't fully trustless carries one honest sentence naming what you depend on and how it fails: an exit relay that can watch unencrypted traffic, a jurisdiction whose bitcoin policy bends under IMF pressure, a broker that can be compelled by a state. A hybrid or trusted-third-party listing with no failure-mode sentence doesn't ship. It's the check that keeps this from being a marketing page.

How often we re-check

Facts rot (conferences move, programs get repealed, tools get acquired). Each listing records when it was last verified, and a weekly automated pass re-checks event dates and freshness so the calendar can't quietly go stale. When something material changes (El Salvador's 2025 rollback of mandatory acceptance, Portugal's 2026 jump from a 5-year to a 10-year citizenship clock), we update the listing and its date rather than leaving the old claim standing. If you spot something out of date, tell us — a human reads every note.

Who's behind it

Sovereignty Atlas is a project by Jordan Urbs, built for fellow builders trying to actually live on this stack — sound money, owned compute, and data you control — not just read about it. It is not affiliated with any similarly named "sovereign atlas" site; if you got here looking for one of those, this is the one that rates things and shows its work.
